ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਵਿੱਚ ਵਿਰੋਧੀ ਧਿਰ ਦੇ ਆਗੂ ਪ੍ਰਤਾਪ ਸਿੰਘ ਬਾਜਵਾ ਨੇ ਪੰਜਾਬ ਸਰਕਾਰ ਦੀ ਨਵੀਂ ਉਦਯੋਗਿਕ ਨੀਤੀ ਦੇ ਸਮੇਂ ’ਤੇ ਸਵਾਲ ਚੁੱਕਦੇ ਹੋਏ ਇਸਨੂੰ “ਚੋਣਾਂ ਤੋਂ ਪਹਿਲਾਂ ਖੇਡਿਆ ਗਿਆ ਦਾਅ” ਕਿਹਾ ਹੈ। ਉਨ੍ਹਾਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਜੇ ਉਦਯੋਗ ਨੂੰ ਮਜ਼ਬੂਤ ਕਰਨਾ ਸਰਕਾਰ ਦੀ ਅਸਲ ਤਰਜੀਹ ਸੀ ਤਾਂ ਚਾਰ ਸਾਲ ਤੱਕ ਇੰਤਜ਼ਾਰ ਕਿਉਂ ਕੀਤਾ ਗਿਆ, ਜਦੋਂ ਕਿ ਇਸ ਦੌਰਾਨ ਪੰਜਾਬ ਦਾ ਉਦਯੋਗ ਘਟਦੀ ਮੁਕਾਬਲੇਬਾਜ਼ੀ, ਬਿਜਲੀ ਸੰਬੰਧੀ ਮੁਸ਼ਕਲਾਂ ਅਤੇ ਗੁਆਂਢੀ ਰਾਜਾਂ ਵੱਲ ਉਦਯੋਗਾਂ ਦੇ ਰੁਖ ਕਰਨ ਬਾਰੇ ਲਗਾਤਾਰ ਸ਼ਿਕਾਇਤਾਂ ਕਰਦਾ ਰਿਹਾ। ਇਸ ਪਿਛੋਕੜ ਵਿੱਚ ਵੱਡਾ ਸਵਾਲ ਇਹ ਹੈ ਕਿ ਕੀ ਇਹ ਨਵੀਂ ਉਦਯੋਗਿਕ ਨੀਤੀ ਵਾਕਈ ਪੰਜਾਬ ਦੀ ਕਮਜ਼ੋਰ ਹੁੰਦੀ ਉਦਯੋਗਿਕ ਰੀੜ੍ਹ ਨੂੰ ਸੰਭਾਲਣ ਦੀ ਦੇਰ ਨਾਲ ਕੀਤੀ ਕੋਸ਼ਿਸ਼ ਹੈ ਜਾਂ ਫਿਰ ਚੋਣਾਂ ਤੋਂ ਪਹਿਲਾਂ ਰਾਜਨੀਤਿਕ ਮਾਹੌਲ ਨੂੰ ਪ੍ਰਭਾਵਿਤ ਕਰਨ ਲਈ ਕੀਤਾ ਗਿਆ ਆਖਰੀ ਸਮੇਂ ਦਾ ਆਰਥਿਕ ਵਾਅਦਾ ?

With Partap Singh Bajwa accusing the Punjab Government of unveiling its new industrial policy only in the final phase of its tenure and calling it a “pre-poll gimmick,” the debate has once again shifted to timing versus intent. If strengthening the industry was truly a priority, critics ask why such a major policy arrived after four years when Punjab’s industrial sector had already been complaining about declining competitiveness, power issues, and migration of businesses to neighbouring states. Is the new industrial policy a genuine late attempt to revive Punjab’s weakening industrial backbone or simply a last- minute economic promise designed to shape the political narrative before the next election ?

पंजाब विधानसभा में नेता प्रतिपक्ष प्रताप सिंह बाजवा ने पंजाब सरकार की नई औद्योगिक नीति के समय पर सवाल उठाते हुए इसे “चुनाव से पहले का स्टंट” बताया है। उनका कहना है कि यदि उद्योग को मजबूत करना सरकार की वास्तविक प्राथमिकता थी, तो चार साल तक इंतजार क्यों किया गया, जबकि इसी दौरान पंजाब के उद्योग लगातार प्रतिस्पर्धा में गिरावट, बिजली की समस्याओं और पड़ोसी राज्यों की ओर उद्योगों के पलायन की शिकायत करते रहे। ऐसे में बड़ा सवाल यह है कि क्या यह नई औद्योगिक नीति वास्तव में पंजाब की कमजोर होती औद्योगिक रीढ़ को संभालने की एक देर से की गई कोशिश है या फिर चुनाव से पहले राजनीतिक माहौल को प्रभावित करने के लिए किया गया अंतिम समय का आर्थिक वादा ?

ਪੰਜਾਬ ਦਾ ਕਰਜ਼ਾ ਹੁਣ ₹4 ਲੱਖ ਕਰੋੜ ਤੋਂ ਪਾਰ ਹੋ ਚੁੱਕਾ ਹੈ ਅਤੇ ਅਗਲੇ ਸਮੇਂ ਵਿੱਚ ਇਸ ਦੇ ਹੋਰ ਵੱਧਣ ਦੀ ਸੰਭਾਵਨਾ ਹੈ। ਇਸ ਦੌਰਾਨ ਵਿੱਤ ਮੰਤਰੀ ਹਰਪਾਲ ਸਿੰਘ ਚੀਮਾ ਵੱਧਦੇ ਕਰਜ਼ੇ ਲਈ ਮੁੱਖ ਤੌਰ ‘ਤੇ ਪਿਛਲੀਆਂ ਸਰਕਾਰਾਂ ਤੋਂ ਮਿਲੇ “ਵਿਰਾਸਤੀ ਕਰਜ਼ੇ” ਨੂੰ ਜ਼ਿੰਮੇਵਾਰ ਦੱਸ ਰਹੇ ਹਨ। ਪਰ ਨਾਲ ਹੀ ਸੂਬੇ ਵਿੱਚ ਕਈ ਤਰ੍ਹਾਂ ਦੀਆਂ ਸਬਸਿਡੀਆਂ ਅਤੇ ਭਲਾਈ ਯੋਜਨਾਵਾਂ ਦਾ ਵੀ ਵਿਸਥਾਰ ਕੀਤਾ ਗਿਆ ਹੈ, ਜਿਨ੍ਹਾਂ ਨੂੰ ਆਲੋਚਕ ਰਾਜਨੀਤਿਕ ਤੌਰ ‘ਤੇ ਦਿਲ ਖਿੱਚਵੇਂ ਪਰ ਆਰਥਿਕ ਤੌਰ ‘ਤੇ ਭਾਰੀ ਮੰਨਦੇ ਹਨ। ਜਦੋਂ ਇੱਕ ਪਾਸੇ ਨਵੇਂ ਕਰਜ਼ੇ ਲਏ ਜਾ ਰਹੇ ਹਨ ਅਤੇ ਦੂਜੇ ਪਾਸੇ ਮੁਫ਼ਤ ਬਿਜਲੀ, ਨਕਦ ਯੋਜਨਾਵਾਂ ਅਤੇ ਹੋਰ ਲੋਕ-ਲੁਭਾਵਨੇ ਵਾਅਦੇ ਜਾਰੀ ਹਨ, ਤਾਂ ਵੱਡਾ ਸਵਾਲ ਇਹ ਹੈ ਕਿ ਕੀ ਪੰਜਾਬ ਦੀ ਵਿੱਤੀ ਹਾਲਤ ਲੰਬੇ ਸਮੇਂ ਦੇ ਅਨੁਸ਼ਾਸਨ ਨਾਲ ਸੰਭਾਲੀ ਜਾ ਰਹੀ ਹੈ ਜਾਂ ਫਿਰ ਸਰਕਾਰ ਵੱਧਦੇ ਕਰਜ਼ੇ ਅਤੇ ਉਦਾਰ ਯੋਜਨਾਵਾਂ ਵਿਚ ਸੰਤੁਲਨ ਬਣਾਉਂਦੀ ਹੋਈ ਹਰ ਵਾਰ ਅਤੀਤ ਨੂੰ ਹੀ ਕਾਰਨ ਦੱਸ ਰਹੀ ਹੈ ?

With Punjab’s debt now crossing ₹4 Lakh Crores and projected to climb even further, Finance Minister Harpal Singh Cheema continues to attribute the growing burden largely to “inherited debt” from previous governments. Yet at the same time, the state has expanded a range of subsidies and welfare promises that critics describe as politically attractive but fiscally heavy. As new loans are raised while free power, cash schemes, and other populist commitments continue, the sharper question is whether Punjab’s finances are being managed with long-term discipline or whether the Government is trying to balance mounting debt with generous giveaways while repeatedly pointing to the past for justification ?

पंजाब का कर्ज अब ₹4 लाख करोड़ से ऊपर पहुंच चुका है और इसके आगे और बढ़ने का अनुमान है। ऐसे में वित्त मंत्री हरपाल सिंह चीमा लगातार बढ़ते कर्ज का कारण पिछली सरकारों से “विरासत में मिले कर्ज” को बता रहे हैं। लेकिन इसी दौरान राज्य में कई तरह की सब्सिडी और कल्याणकारी योजनाओं का विस्तार भी हुआ है, जिन्हें आलोचक राजनीतिक रूप से आकर्षक लेकिन आर्थिक रूप से भारी बता रहे हैं। जब एक ओर नए कर्ज लिए जा रहे हैं और दूसरी ओर मुफ्त बिजली, नकद योजनाएं और अन्य लोकलुभावन वादे जारी हैं, तो बड़ा सवाल यह है कि क्या पंजाब की वित्तीय स्थिति दीर्घकालिक अनुशासन के साथ संभाली जा रही है या फिर सरकार बढ़ते कर्ज और उदार योजनाओं के बीच संतुलन बनाने की कोशिश करते हुए हर बार अतीत को ही कारण बताती रहेगी ?

With Giani Harpreet Singh using the Hola Mohalla stage to promote Akali Dal (Punar Surjit) as a new panthic platform and criticise established leadership, the response from the Shiromani Akali Dal camp was swift. Senior Akali Dal leader Dr.Daljit Singh Cheema dismissed the conference as insignificant, even mocking the small venue and suggesting that such gatherings cannot restore public trust. As rival Akali voices question each other’s credibility and leadership, the sharper question is whether these new initiatives led by figures like Giani Harpreet Singh can genuinely challenge the long-standing organisational network of Sukhbir Singh Badal or whether such efforts only end up highlighting how firmly the core SAD structure still dominates the Akali political space ?

होला मोहल्ला के मंच से ज्ञानी हरप्रीत सिंह द्वारा अकाली दल (पुनर सुरजीत) को एक नए पंथक मंच के रूप में आगे बढ़ाने और स्थापित नेतृत्व की आलोचना करने के बाद अकाली दल की ओर से भी तीखी प्रतिक्रिया सामने आई। वरिष्ठ अकाली नेता डॉ. दलजीत सिंह चीमा ने इस सम्मेलन को महत्वहीन बताते हुए यहां तक कह दिया कि इतने छोटे आयोजन से लोगों का खोया भरोसा वापस नहीं आ सकता। जब अलग-अलग अकाली आवाज़ें एक-दूसरे की विश्वसनीयता और राजनीतिक भूमिका पर सवाल उठा रही हैं, तब बड़ा सवाल यह है कि क्या ज्ञानी हरप्रीत सिंह जैसे नेताओं की पहल वास्तव में सुखबीर सिंह बादल के लंबे समय से बने संगठनात्मक ढांचे को चुनौती दे पाएगी, या फिर ऐसे प्रयास उल्टा यह ही दिखाते हैं कि अकाली राजनीति में आज भी मूल अकाली दल का ढांचा ही सबसे प्रभावशाली बना हुआ है ?

18ਵੀਂ ਲੋਕ ਸਭਾ ਦੇ ਕਾਰਜਕਾਲ ਨੂੰ ਲਗਭਗ ਦੋ ਸਾਲ ਹੋਣ ਤੋਂ ਬਾਅਦ ਲੋਕ ਸਭਾ ਦੇ ਸਪੀਕਰ ਓਮ ਬਿਰਲਾ ਨੇ ਆਖਿਰਕਾਰ ਵਿਸ਼ੇਸ਼ ਅਧਿਕਾਰ ਕਮੇਟੀ ਦਾ ਗਠਨ ਕੀਤਾ ਹੈ, ਜਿਸ ਦੀ ਅਗਵਾਈ ਰਵੀਸ਼ੰਕਰ ਪ੍ਰਸਾਦ ਕਰਨਗੇ। ਇਹ ਕਦਮ ਉਸ ਸਮੇਂ ਆਇਆ ਹੈ ਜਦੋਂ ਸੰਸਦ ਵਿੱਚ ਸੰਸਦ ਮੈਂਬਰਾਂ ਦੀ ਮੁਅੱਤਲੀ ਅਤੇ ਵਿਰੋਧੀ ਆਗੂਆਂ ਦੇ ਭਾਸ਼ਣਾਂ ਨੂੰ ਲੈ ਕੇ ਤਣਾਅ ਜਾਰੀ ਹੈ। ਕਿਉਂਕਿ ਇਹ ਕਮੇਟੀ ਸੰਸਦ ਦੀ ਇੱਜ਼ਤ, ਅਧਿਕਾਰ ਅਤੇ ਸੁਚਾਰੂ ਕਾਰਜਕਾਜ ਦੀ ਰੱਖਿਆ ਲਈ ਬਣਾਈ ਜਾਂਦੀ ਹੈ, ਇਸ ਲਈ ਇਸ ਦੇ ਗਠਨ ਵਿੱਚ ਹੋਈ ਦੇਰੀ ਨੇ ਸੰਸਦੀ ਤਰਜੀਹਾਂ ਅਤੇ ਸੰਸਥਾਗਤ ਕਾਰਜਕਾਜ ਬਾਰੇ ਸਵਾਲ ਖੜ੍ਹੇ ਕਰ ਦਿੱਤੇ ਹਨ। ਜੇਕਰ ਵਿਸ਼ੇਸ਼ ਅਧਿਕਾਰ ਕਮੇਟੀ ਦਾ ਮਕਸਦ ਸੰਸਦ ਦੀ ਇੱਜ਼ਤ ਅਤੇ ਕਾਰਜਕਾਜ ਦੀ ਰੱਖਿਆ ਕਰਨਾ ਹੈ, ਤਾਂ 18ਵੀਂ ਲੋਕ ਸਭਾ ਨੂੰ ਇਸ ਦੇ ਗਠਨ ਵਿੱਚ ਲਗਭਗ ਦੋ ਸਾਲ ਕਿਉਂ ਲੱਗ ਗਏ, ਅਤੇ ਇਹ ਦੇਰੀ ਭਾਰਤ ਦੀ ਸੰਸਦੀ ਪ੍ਰਣਾਲੀ ਦੀ ਮੌਜੂਦਾ ਹਾਲਤ ਬਾਰੇ ਕੀ ਦਰਸਾਉਂਦੀ ਹੈ ?
