ਇੱਕ ਤਿੱਖੀ ਸੀ.ਏ.ਜੀ. ਰਿਪੋਰਟ ਨੇ ਪੰਜਾਬ ਦੀ ਐਮਰਜੈਂਸੀ ਪ੍ਰਤੀਕਿਰਿਆ ਪ੍ਰਣਾਲੀ ਦੀਆਂ ਵੱਡੀਆਂ ਕਮੀਆਂ ਸਾਹਮਣੇ ਲਿਆਉਂਦੀਆਂ ਹਨ, ਜਿਸ ਵਿੱਚ “ਡਾਇਲ 112” ਵਿੱਚ 86% ਵਾਹਨਾਂ ਦੀ ਘਾਟ ਅਤੇ ਜਵਾਬ ਵਿੱਚ ਗੰਭੀਰ ਦੇਰੀ ਦਰਜ ਕੀਤੀ ਗਈ ਹੈ। ਬੁਨਿਆਦੀ ਢਾਂਚੇ ਦੀ ਕਮੀ ਤੋਂ ਲੈ ਕੇ ਸਾਲਾਂ ਦੀ ਪ੍ਰਸ਼ਾਸਕੀ ਲਾਪਰਵਾਹੀ ਤੱਕ, ਇਹ ਨਤੀਜੇ ਜ਼ਮੀਨੀ ਹਕੀਕਤ ‘ਤੇ ਸਖ਼ਤ ਸਵਾਲ ਖੜ੍ਹੇ ਕਰਦੇ ਹਨ। ਅਜਿਹੇ ਸਮੇਂ ‘ਚ ਜਦੋਂ ਸਰਕਾਰ “ਸਿਹਤ ਕ੍ਰਾਂਤੀ” ਦੀ ਗੱਲ ਕਰ ਰਹੀ ਹੈ, ਹੁਣ ਇਹ ਸਵਾਲ ਉੱਠਦਾ ਹੈ ਕਿ ਕੀ ਐਮਰਜੈਂਸੀ ਸੇਵਾਵਾਂ, ਜੋ ਜਾਨ ਬਚਾਉਣ ਦੀ ਪਹਿਲੀ ਕਤਾਰ ਹੁੰਦੀਆਂ ਹਨ, ਵਾਸਤਵ ਵਿੱਚ ਉਸੇ ਤਰ੍ਹਾਂ ਕੰਮ ਕਰ ਰਹੀਆਂ ਹਨ ਜਾਂ ਨਹੀਂ। ਸਿਹਤ ਮੰਤਰੀ ਡਾ. ਬਲਬੀਰ ਸਿੰਘ ਦੀ ਜ਼ਿੰਮੇਵਾਰੀ ‘ਤੇ ਵੀ ਸਵਾਲ ਉੱਠ ਰਹੇ ਹਨ। ਕੀ ਪੰਜਾਬ ਦੀ ਚਰਚਿਤ “ਸਿਹਤ ਕ੍ਰਾਂਤੀ” ਐਮਰਜੈਂਸੀ ਸੇਵਾਵਾਂ ਦੇ ਮਾਮਲੇ ਵਿੱਚ ਕਮਜ਼ੋਰ ਪੈ ਰਹੀ ਹੈ ?
