ਪੰਜਾਬ ਕਾਂਗਰਸ ਵਿੱਚ ਇਹ ਗੱਲ ਵੱਧ ਰਹੀ ਹੈ ਕਿ ਸੰਗਠਨਕ ਅਗਵਾਈ ਜਨ ਅਧਾਰ ਵਾਲੇ ਨੇਤਾਵਾਂ ਦੀ ਥਾਂ ਪਿੱਛੇ ਬੈਠ ਕੇ ਕੰਮ ਕਰਨ ਵਾਲੇ ਪ੍ਰਬੰਧਕਾਂ ਦੇ ਹੱਥ ਵਿੱਚ ਹੈ, ਅਤੇ ਵਰਕਰ ਆਪਣੇ ਆਪ ਨੂੰ ਫੈਸਲਾ ਲੈਣ ਦੀ ਕਾਰਵਾਈ ਤੋਂ ਕੱਟਿਆ ਹੋਇਆ ਮਹਿਸੂਸ ਕਰ ਰਹੇ ਹਨ। ਇਸ ਲਈ ਮਸਲਾ ਸਿਰਫ਼ ਇੱਕ ਰੈਲੀ ਜਾਂ ਇੱਕ ਚਿੱਠੀ ਦਾ ਨਹੀਂ, ਸਗੋਂ ਪੂਰੇ ਸੰਗਠਨ ਦੀ ਕਾਰਗੁਜ਼ਾਰੀ ਦਾ ਹੈ। ਜਦੋਂ ਰਾਹੁਲ ਗਾਂਧੀ ਵਰਕਰਾਂ ਨੂੰ ਸਰਗਰਮ ਕਰਨ ਦੀ ਕੋਸ਼ਿਸ਼ ਕਰ ਰਹੇ ਹਨ, ਉਦੋਂ ਅਸਲ ਸਵਾਲ ਇਹ ਹੈ ਕਿ ਜ਼ਮੀਨੀ ਢਾਂਚਾ ਪਾਰਟੀ ਨੂੰ ਮਜ਼ਬੂਤ ਕਰ ਰਿਹਾ ਹੈ ਜਾਂ ਅੰਦਰ ਹੀ ਬੇਐਤਬਾਰੀ ਅਤੇ ਗੁੱਟਬੰਦੀ ਵਧਾ ਰਿਹਾ ਹੈ। ਕੀ ਪੰਜਾਬ ਕਾਂਗਰਸ ਆਪਣੇ ਸਿਆਸੀ ਮੁਕਾਬਲੇਦਾਰਾਂ ਨਾਲੋਂ ਵੱਧ, ਅੰਦਰੂਨੀ ਤਾਕਤ ਕੇਂਦਰਾਂ ਅਤੇ ਸੰਗਠਨਕ ਨਿਯੰਤਰਣ ਕਾਰਨ ਕਮਜ਼ੋਰ ਹੋ ਰਹੀ ਹੈ ?
