With Revenue Deficit Grants now reduced to zero and Punjab losing the ₹2,000–3,000 Crores annual cushion it once depended on, the timing is uncomfortable for the Bhagwant Mann Government. As salaries, pensions and interest payments keep rising, Punjab is being told to “manage on its own” just when its finances are most stretched. The uncomfortable question is this: Did the Mann Government fail to safeguard Punjab’s fiscal interests at the Centre or was more energy spent on political posturing while a crucial support line quietly disappeared ? And as borrowing pressure grows, will ordinary Punjabis end up paying the price for the gap between loud promises and hard fiscal negotiation ?

ਰੈਵਨਿਊ ਘਾਟ ਅਨੁਦਾਨ ਹੁਣ ਸਿਫ਼ਰ ਕਰ ਦਿੱਤੀ ਗਈ ਹੈ ਅਤੇ ਪੰਜਾਬ ਨੂੰ ਮਿਲਦਾ ਸਾਲਾਨਾ ₹2,000–3,000 ਕਰੋੜ ਦਾ ਸਹਾਰਾ ਖਤਮ ਹੋ ਗਿਆ ਹੈ। ਇਹ ਸਮਾਂ ਭਗਵੰਤ ਮਾਨ ਸਰਕਾਰ ਲਈ ਅਸੁਖਾਵਾਂ ਹੈ। ਜਦੋਂ ਤਨਖਾਹਾਂ, ਪੈਨਸ਼ਨਾਂ ਅਤੇ ਵਿਆਜ ਦਾ ਬੋਝ ਲਗਾਤਾਰ ਵੱਧ ਰਿਹਾ ਹੈ, ਉਸ ਵੇਲੇ ਪੰਜਾਬ ਨੂੰ ਕਿਹਾ ਜਾ ਰਿਹਾ ਹੈ ਕਿ “ਆਪਣੇ ਬਲਬੂਤੇ ਸੰਭਲੋ।” ਸਵਾਲ ਸਿੱਧਾ ਹੈ, ਕੀ ਮਾਨ ਸਰਕਾਰ ਕੇਂਦਰ ਵਿੱਚ ਪੰਜਾਬ ਦੇ ਵਿੱਤੀ ਹਿੱਤ ਢੰਗ ਨਾਲ ਨਹੀਂ ਬਚਾ ਸਕੀ ਜਾਂ ਫਿਰ ਰਾਜਨੀਤਕ ਦਖਾਵੇ ’ਚ ਜ਼ਿਆਦਾ ਤਾਕਤ ਲੱਗ ਗਈ ਅਤੇ ਇਕ ਵੱਡਾ ਆਰਥਿਕ ਸਹਾਰਾ ਚੁੱਪਚਾਪ ਖਤਮ ਹੋ ਗਿਆ ? ਅਤੇ ਜਿਵੇਂ-ਜਿਵੇਂ ਕਰਜ਼ੇ ਦਾ ਦਬਾਅ ਵਧੇਗਾ, ਕੀ ਇਸ ਦੀ ਕ਼ੀਮਤ ਆਖ਼ਿਰਕਾਰ ਆਮ ਪੰਜਾਬੀਆਂ ਨੂੰ ਚੁਕਾਣੀ ਪਵੇਗੀ ?
