For years, parents in Punjab have complained about arbitrary fee hikes, hidden charges and the growing commercialisation of private education. Now, Chief Minister Bhagwant Mann and Education Minister Harjot Singh Bains have introduced an ordinance capping annual fee hikes at 5%, directing schools to refund excess fees collected in recent years and warning of strict action against violators. Is this the boldest education reform in Punjab in years, or will the real test be whether the Mann government can enforce these rules without compromising the quality and autonomy of private schools ?

ਸਾਲਾਂ ਤੋਂ ਪੰਜਾਬ ਦੇ ਮਾਪੇ ਪ੍ਰਾਈਵੇਟ ਸਕੂਲਾਂ ਵੱਲੋਂ ਮਨਮਰਜ਼ੀ ਨਾਲ ਫੀਸਾਂ ਵੱਧਾਉਣ, ਲੁਕੇ ਹੋਏ ਚਾਰਜ ਲਗਾਉਣ ਅਤੇ ਸਿੱਖਿਆ ਦੇ ਵੱਧਦੇ ਵਪਾਰੀਕਰਨ ਨੂੰ ਲੈ ਕੇ ਸ਼ਿਕਾਇਤਾਂ ਕਰਦੇ ਆ ਰਹੇ ਹਨ। ਹੁਣ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਅਤੇ ਸਿੱਖਿਆ ਮੰਤਰੀ ਹਰਜੋਤ ਸਿੰਘ ਬੈਂਸ ਨੇ ਇਕ ਆਰਡੀਨੈਂਸ ਲਿਆ ਕੇ ਸਾਲਾਨਾ ਫੀਸ ਵਾਧੇ ਦੀ ਹੱਦ 5% ਤੱਕ ਸੀਮਿਤ ਕਰ ਦਿੱਤੀ ਹੈ, ਪਿਛਲੇ ਸਾਲਾਂ ਵਿੱਚ ਵੱਧ ਵਸੂਲੀ ਗਈ ਫੀਸ ਵਾਪਸ ਕਰਨ ਦੇ ਹੁਕਮ ਦਿੱਤੇ ਹਨ ਅਤੇ ਨਿਯਮਾਂ ਦੀ ਉਲੰਘਣਾ ਕਰਨ ਵਾਲੇ ਸਕੂਲਾਂ ਖ਼ਿਲਾਫ਼ ਸਖ਼ਤ ਕਾਰਵਾਈ ਦੀ ਚੇਤਾਵਨੀ ਦਿੱਤੀ ਹੈ। ਕੀ ਇਹ ਪੰਜਾਬ ਵਿੱਚ ਪਿਛਲੇ ਕਈ ਸਾਲਾਂ ਦਾ ਸਭ ਤੋਂ ਵੱਡਾ ਸਿੱਖਿਆ ਸੁਧਾਰ ਹੈ ਜਾਂ ਇਸ ਦੀ ਅਸਲੀ ਕਸੌਟੀ ਇਹ ਹੋਵੇਗੀ ਕਿ ਕੀ ਮਾਨ ਸਰਕਾਰ ਇਨ੍ਹਾਂ ਨਿਯਮਾਂ ਨੂੰ ਪ੍ਰਭਾਵਸ਼ਾਲੀ ਢੰਗ ਨਾਲ ਲਾਗੂ ਕਰਦੇ ਹੋਏ ਪ੍ਰਾਈਵੇਟ ਸਕੂਲਾਂ ਦੀ ਗੁਣਵੱਤਾ ਅਤੇ ਖੁਦਮੁਖਤਿਆਰੀ ਵਿਚਕਾਰ ਸੰਤੁਲਨ ਕਾਇਮ ਰੱਖ ਸਕੇਗੀ ?
