ਪੰਜਾਬ ਵਿੱਚ ਭਗਵੰਤ ਮਾਨ ਦੀ ਅਗਵਾਈ ਵਾਲੀ ਸਰਕਾਰ ਵੱਲੋਂ ਨਗਰ ਕੌਂਸਲਾਂ ਅਤੇ ਨਗਰ ਨਿਗਮਾਂ ਦੀਆਂ ਜਾਇਦਾਦਾਂ ਨੂੰ ਰਾਜ ਦੇ ਵਿਭਾਗਾਂ, ਬੋਰਡਾਂ ਅਤੇ ਸਰਕਾਰੀ ਅਦਾਰਿਆਂ ਵਿੱਚ ਤਬਦੀਲ ਕਰਨ ਦਾ ਰਾਹ ਸਾਫ਼ ਕਰਨ ਤੋਂ ਬਾਅਦ ਇਸ ਫੈਸਲੇ ‘ਤੇ ਨਵੀਂ ਚਰਚਾ ਛੇੜ ਦਿੱਤੀ ਹੈ। ਸਰਕਾਰ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਇਸ ਨਾਲ ਪ੍ਰਸ਼ਾਸਕੀ ਰੁਕਾਵਟਾਂ ਦੂਰ ਹੋਣਗੀਆਂ ਅਤੇ ਜਨਤਕ ਪ੍ਰੋਜੈਕਟਾਂ ਨੂੰ ਤੇਜ਼ੀ ਨਾਲ ਅੱਗੇ ਵਧਾਇਆ ਜਾ ਸਕੇਗਾ। ਪਰ ਆਲੋਚਕਾਂ ਦਾ ਦੱਸਣਾ ਹੈ ਕਿ ਕਈ ਸ਼ਹਿਰੀ ਸਥਾਨਕ ਸੰਸਥਾਵਾਂ ਪਹਿਲਾਂ ਹੀ ਵਿੱਤੀ ਸੰਕਟ ਨਾਲ ਜੂਝ ਰਹੀਆਂ ਹਨ ਅਤੇ ਉਹਨਾਂ ਦੀ ਆਮਦਨ ਦਾ ਵੱਡਾ ਹਿੱਸਾ ਇਨ੍ਹਾਂ ਜਾਇਦਾਦਾਂ ‘ਤੇ ਨਿਰਭਰ ਕਰਦਾ ਹੈ। ਜੇ ਮੁੱਖ ਨਗਰ ਨਿਗਮ ਜਾਇਦਾਦਾਂ ਰਾਜ ਸਰਕਾਰ ਨੂੰ ਤਬਦੀਲ ਹੋ ਜਾਂਦੀਆਂ ਹਨ, ਤਾਂ ਚਿੰਤਾ ਹੈ ਕਿ ਕੌਂਸਲਾਂ ਹੋਰ ਕਮਜ਼ੋਰ ਹੋ ਕੇ ਸਰਕਾਰ ‘ਤੇ ਵੱਧ ਨਿਰਭਰ ਹੋ ਸਕਦੀਆਂ ਹਨ। ਵੱਡਾ ਸਵਾਲ ਇਹ ਹੈ ਕਿ ਕੀ ਇਹ ਨੀਤੀ ਵਿਕਾਸ ਪ੍ਰੋਜੈਕਟਾਂ ਨੂੰ ਤੇਜ਼ ਕਰਨ ਲਈ ਪ੍ਰਭਾਵਸ਼ਾਲੀ ਪ੍ਰਸ਼ਾਸਨ ਦਾ ਉਦਾਹਰਨ ਹੈ ਜਾਂ ਫਿਰ ਇਹ ਮਾਨ ਸਰਕਾਰ ਹੇਠ ਸਥਾਨਕ ਖੁਦਮੁਖਤਿਆਰੀ ਦੀ ਕੀਮਤ ‘ਤੇ ਵਧਦੇ ਕੇਂਦਰੀਕਰਨ ਦਾ ਸੰਕੇਤ ਹੈ ?
