After promising world-class infrastructure under its flagship Schools of Eminence programme, the Aam Aadmi Party Government now finds students studying under tin sheds while buildings are still under construction. With big announcements, model claims, and social media videos on one side and temporary classrooms on the other, the sharper question is whether Punjab’s education reform is happening on the ground or mostly in presentations ? Is this a transition phase of a big reform or another case of headline governance where the model arrives before the building ?
