The Centre has adopted Chief Minister Bhagwant Mann’s own Assembly segment, Dhuri, under the Aspirational Blocks Programme, soon after Mann publicly attacked the Centre’s new rural employment law and called it “anti-poor.” This raises a poking question. Is the Centre stepping in to genuinely improve services in Dhuri or is it making a political point by closely monitoring and showcasing development in the Chief Minister’s backyard ? And if Dhuri needs special hand-holding from Delhi to deliver basic services, what does that say about the State Government’s claims of strong governance across Punjab ?

B) The move is also meant to politically counter Bhagwant Mann’s criticism of the Centre.

ਕੇਂਦਰ ਸਰਕਾਰ ਨੇ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਦੇ ਆਪਣੇ ਵਿਧਾਨ ਸਭਾ ਹਲਕੇ ਧੂਰੀ ਨੂੰ ਆਕਾਂਛੀ ਬਲਾਕ ਪ੍ਰੋਗਰਾਮ ਹੇਠ ਅਪਣਾਇਆ ਹੈ। ਇਹ ਫ਼ੈਸਲਾ ਉਸ ਵੇਲੇ ਆਇਆ ਹੈ, ਜਦੋਂ ਮਾਨ ਨੇ ਕੇਂਦਰ ਦੀ ਨਵੀਂ ਪਿੰਡ ਰੋਜ਼ਗਾਰ ਯੋਜਨਾ ਨੂੰ “ਗਰੀਬ ਵਿਰੋਧੀ” ਕਿਹਾ ਸੀ। ਇਸ ਨਾਲ ਇੱਕ ਚੁਭਦਾ ਹੋਇਆ ਸਵਾਲ ਖੜਾ ਹੁੰਦਾ ਹੈ। ਕੀ ਕੇਂਦਰ ਸੱਚਮੁੱਚ ਧੂਰੀ ਵਿੱਚ ਲੋਕ-ਸੇਵਾਵਾਂ ਸੁਧਾਰਨ ਲਈ ਅੱਗੇ ਆਇਆ ਹੈ ਜਾਂ ਫਿਰ ਮੁੱਖ ਮੰਤਰੀ ਦੇ ਆਪਣੇ ਹਲਕੇ ਵਿੱਚ ਵਿਕਾਸ ਦਿਖਾ ਕੇ ਰਾਜਨੀਤਿਕ ਸੰਦੇਸ਼ ਦੇਣਾ ਮਕਸਦ ਹੈ ? ਅਤੇ ਜੇ ਧੂਰੀ ਨੂੰ ਬੁਨਿਆਦੀ ਸੇਵਾਵਾਂ ਲਈ ਦਿੱਲੀ ਤੋਂ ਖਾਸ ਨਿਗਰਾਨੀ ਦੀ ਲੋੜ ਹੈ, ਤਾਂ ਇਸ ਨਾਲ ਪੰਜਾਬ ਵਿੱਚ ਮਜ਼ਬੂਤ ਸ਼ਾਸਨ ਬਾਰੇ ਰਾਜ ਸਰਕਾਰ ਦੇ ਦਾਅਵਿਆਂ ‘ਤੇ ਕੀ ਸਵਾਲ ਨਹੀਂ ਖੜੇ ਹੁੰਦੇ ?
