Government of Punjab has relaxed several eligibility rules for ration cards, raising the income limit from ₹1.8 Lakhs to ₹8 Lakhs and removing earlier conditions related to land ownership, house size and even possession of four-wheelers or air conditioners. With nearly 47.5 Lakhs beneficiaries already under the scheme, the changes could significantly expand the number of households eligible for subsidised ration. At a time when governments are also trying to target welfare benefits toward the most economically vulnerable, does such a wide expansion of eligibility raise a broader question about whether welfare schemes are being redesigned for social support or gradually turning into universal political giveaways ?
पंजाब सरकार ने राशन कार्ड की पात्रता से जुड़े कई नियमों में ढील दी है, जिसमें सालाना आय सीमा को ₹1.80 लाख से बढ़ाकर ₹8 लाख कर दिया गया है और जमीन, मकान के आकार तथा चार- पहिया वाहन या ए.सी. होने जैसी शर्तों को भी हटा दिया गया है। पहले से ही लगभग 47.5 लाख लाभार्थी इस योजना के तहत राशन ले रहे हैं, और इन बदलावों के बाद पात्र परिवारों की संख्या और बढ़ सकती है। ऐसे समय में जब सरकारें कल्याणकारी योजनाओं को सबसे आर्थिक रूप से कमजोर वर्गों तक सीमित रखने की बात करती हैं, क्या पात्रता के इस व्यापक विस्तार से यह सवाल भी उठता है कि क्या कल्याण योजनाएँ सामाजिक सुरक्षा के लिए हैं या धीरे-धीरे सार्वभौमिक राजनीतिक लाभ योजनाओं में बदल रही हैं ?

But with Punjab still grappling with issues like unemployment, migration of youth, drugs and law-and-order concerns, do such grand comparisons with global manufacturing giants risk sounding more like ambitious political punchlines from Kejriwal and Mann rather than a realistic roadmap for Punjab’s economy ?
