ਬਿਕਰਮ ਸਿੰਘ ਮਜੀਠੀਆ ਨੇ ਪੰਜਾਬ ਵਿੱਚ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੀ ਸਰਕਾਰ ’ਤੇ ਤਿੱਖਾ ਹਮਲਾ ਕਰਦਿਆਂ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ’ਤੇ ਦੋਸ਼ ਲਗਾਇਆ ਹੈ ਕਿ ਸਰਕਾਰੀ ਸਰੋਤਾਂ ਨੂੰ ਰਾਜਨੀਤਿਕ ਪ੍ਰਚਾਰ ਲਈ ਵਰਤਿਆ ਜਾ ਰਿਹਾ ਹੈ। ਪਹਿਲਾਂ ਸਰਕਾਰੀ ਸਕੂਲਾਂ ਅਤੇ ਹਸਪਤਾਲਾਂ ਨੂੰ ਨੀਲੇ ਤੇ ਪੀਲੇ ਰੰਗ ਵਿੱਚ ਰੰਗਿਆ ਗਿਆ ਅਤੇ ਹੁਣ ਮਜੀਠੀਆ ਦਾ ਦਾਅਵਾ ਹੈ ਕਿ PRTC ਬੱਸਾਂ ਨੂੰ ਵੀ ਉਹਨਾਂ ਹੀ ਰੰਗਾਂ ਵਿੱਚ ਰੰਗਿਆ ਜਾ ਰਿਹਾ ਹੈ ਜੋ ‘ਆਪ’ ਦੇ ਝੰਡੇ ਨਾਲ ਮਿਲਦੇ ਹਨ। ਉਨ੍ਹਾਂ ਇਸਨੂੰ ਸੂਬੇ ਦੇ ਖਜ਼ਾਨੇ ਦੀ ਖੁੱਲ੍ਹੀ ਦੁਰਵਰਤੋਂ ਕਿਹਾ ਅਤੇ ਤੰਜ ਕਰਦਿਆਂ ਪੁੱਛਿਆ ਕਿ ਕੀ ਅਗਲੀ “ਕ੍ਰਾਂਤੀ” ਵਿੱਚ ਪਾਰਟੀ ਵਰਕਰਾਂ ਨੂੰ ਵੀ ਨੀਲੀ ਕਮੀਜ਼ ਤੇ ਪੀਲੀ ਪੈਂਟ ਪਹਿਨਣ ਲਈ ਕਿਹਾ ਜਾਵੇਗਾ। ਜੇ ਪੰਜਾਬ ਦੀਆਂ ਬੱਸਾਂ, ਸਕੂਲ ਅਤੇ ਹਸਪਤਾਲ ਸਭ ਨੀਲੇ-ਪੀਲੇ ਰੰਗ ਵਿੱਚ ਰੰਗੇ ਜਾ ਰਹੇ ਹਨ, ਤਾਂ ਕੀ ਭਗਵੰਤ ਮਾਨ ਦੀ ਸਰਕਾਰ ਲੋਕ ਸੇਵਾ ਕਰ ਰਹੀ ਹੈ ਜਾਂ ਕਰਦਾਤਿਆਂ ਦੇ ਪੈਸਿਆਂ ਨਾਲ ਪੂਰੇ ਪੰਜਾਬ ਨੂੰ ਆਪਣੀ ਪਾਰਟੀ ਦੇ ਰੰਗ ਵਿੱਚ ਰੰਗ ਰਹੀ ਹੈ ?

Bikram Singh Majithia has launched a sharp attack on the Aam Aadmi Party Government in Punjab, accusing Chief Minister Bhagwant Mann of turning Government resources into tools of political promotion. After schools and hospitals were painted in blue and yellow, Majithia now claims that PRTC buses are also being repainted in colours resembling the AAP flag, calling it a blatant misuse of the state exchequer. ਪੰਜਾਬ ਵਿੱਚ ਭਗਵੰਤ ਮਾਨ ਦੀ ਅਗਵਾਈ ਵਾਲੀ ਸਰਕਾਰ ਵੱਲੋਂ ਨਗਰ ਕੌਂਸਲਾਂ ਅਤੇ ਨਗਰ ਨਿਗਮਾਂ ਦੀਆਂ ਜਾਇਦਾਦਾਂ ਨੂੰ ਰਾਜ ਦੇ ਵਿਭਾਗਾਂ, ਬੋਰਡਾਂ ਅਤੇ ਸਰਕਾਰੀ ਅਦਾਰਿਆਂ ਵਿੱਚ ਤਬਦੀਲ ਕਰਨ ਦਾ ਰਾਹ ਸਾਫ਼ ਕਰਨ ਤੋਂ ਬਾਅਦ ਇਸ ਫੈਸਲੇ ‘ਤੇ ਨਵੀਂ ਚਰਚਾ ਛੇੜ ਦਿੱਤੀ ਹੈ। ਸਰਕਾਰ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਇਸ ਨਾਲ ਪ੍ਰਸ਼ਾਸਕੀ ਰੁਕਾਵਟਾਂ ਦੂਰ ਹੋਣਗੀਆਂ ਅਤੇ ਜਨਤਕ ਪ੍ਰੋਜੈਕਟਾਂ ਨੂੰ ਤੇਜ਼ੀ ਨਾਲ ਅੱਗੇ ਵਧਾਇਆ ਜਾ ਸਕੇਗਾ। ਪਰ ਆਲੋਚਕਾਂ ਦਾ ਦੱਸਣਾ ਹੈ ਕਿ ਕਈ ਸ਼ਹਿਰੀ ਸਥਾਨਕ ਸੰਸਥਾਵਾਂ ਪਹਿਲਾਂ ਹੀ ਵਿੱਤੀ ਸੰਕਟ ਨਾਲ ਜੂਝ ਰਹੀਆਂ ਹਨ ਅਤੇ ਉਹਨਾਂ ਦੀ ਆਮਦਨ ਦਾ ਵੱਡਾ ਹਿੱਸਾ ਇਨ੍ਹਾਂ ਜਾਇਦਾਦਾਂ ‘ਤੇ ਨਿਰਭਰ ਕਰਦਾ ਹੈ। ਜੇ ਮੁੱਖ ਨਗਰ ਨਿਗਮ ਜਾਇਦਾਦਾਂ ਰਾਜ ਸਰਕਾਰ ਨੂੰ ਤਬਦੀਲ ਹੋ ਜਾਂਦੀਆਂ ਹਨ, ਤਾਂ ਚਿੰਤਾ ਹੈ ਕਿ ਕੌਂਸਲਾਂ ਹੋਰ ਕਮਜ਼ੋਰ ਹੋ ਕੇ ਸਰਕਾਰ ‘ਤੇ ਵੱਧ ਨਿਰਭਰ ਹੋ ਸਕਦੀਆਂ ਹਨ। ਵੱਡਾ ਸਵਾਲ ਇਹ ਹੈ ਕਿ ਕੀ ਇਹ ਨੀਤੀ ਵਿਕਾਸ ਪ੍ਰੋਜੈਕਟਾਂ ਨੂੰ ਤੇਜ਼ ਕਰਨ ਲਈ ਪ੍ਰਭਾਵਸ਼ਾਲੀ ਪ੍ਰਸ਼ਾਸਨ ਦਾ ਉਦਾਹਰਨ ਹੈ ਜਾਂ ਫਿਰ ਇਹ ਮਾਨ ਸਰਕਾਰ ਹੇਠ ਸਥਾਨਕ ਖੁਦਮੁਖਤਿਆਰੀ ਦੀ ਕੀਮਤ ‘ਤੇ ਵਧਦੇ ਕੇਂਦਰੀਕਰਨ ਦਾ ਸੰਕੇਤ ਹੈ ?
