However, with heavy tourist inflow from neighbouring states like Punjab and rising pressure on roads, waste management and local resources, the state maintains that higher user charges are unavoidable. Is the fee hike an anti-tourist step or a necessary cost-sharing measure for states that bear the load of mass tourism ?
