The Punjab Assembly had unanimously passed a resolution rejecting the Centre's VB-G RAM G rural employment scheme, arguing that it would place an additional financial burden on the state. Yet months later, the Bhagwant Mann Government moved to implement the very same scheme. Punjab BJP president Kewal Singh Dhillon has alleged it was brought in "through the backdoor", while Punjab Congress chief Amarinder Singh Raja Warring has questioned whether the sudden reversal points to a political understanding with the BJP. The development raises a larger question: If the Government reverses a stand it once defended inside the Assembly, is this pragmatic governance, or political convenience ? Has Bhagwant Mann's Government changed its policy, or changed its politics ?

ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਨੇ ਕੇਂਦਰ ਦੀ VB-G RAM G ਪੇਂਡੂ ਰੁਜ਼ਗਾਰ ਯੋਜਨਾ ਨੂੰ ਸਰਬਸੰਮਤੀ ਨਾਲ ਇਹ ਕਹਿ ਕੇ ਰੱਦ ਕਰ ਦਿੱਤਾ ਸੀ ਕਿ ਇਸ ਨਾਲ ਰਾਜ 'ਤੇ ਵਾਧੂ ਵਿੱਤੀ ਬੋਝ ਪਵੇਗਾ। ਪਰ ਕੁਝ ਮਹੀਨਿਆਂ ਬਾਅਦ ਹੀ ਭਗਵੰਤ ਮਾਨ ਸਰਕਾਰ ਨੇ ਉਸੇ ਯੋਜਨਾ ਨੂੰ ਲਾਗੂ ਕਰਨ ਦਾ ਫ਼ੈਸਲਾ ਕਰ ਲਿਆ। ਪੰਜਾਬ ਭਾਜਪਾ ਪ੍ਰਧਾਨ ਕੇਵਲ ਸਿੰਘ ਢਿੱਲੋਂ ਨੇ ਦੋਸ਼ ਲਾਇਆ ਕਿ ਇਸਨੂੰ "ਪਿਛਲੇ ਦਰਵਾਜ਼ੇ" ਰਾਹੀਂ ਲਾਗੂ ਕੀਤਾ ਗਿਆ, ਜਦੋਂ ਕਿ ਪੰਜਾਬ ਕਾਂਗਰਸ ਪ੍ਰਧਾਨ ਅਮਰਿੰਦਰ ਸਿੰਘ ਰਾਜਾ ਵੜਿੰਗ ਨੇ ਸਵਾਲ ਉਠਾਇਆ ਕਿ ਕੀ ਇਹ ਅਚਾਨਕ ਲਿਆ ਗਿਆ ਫ਼ੈਸਲਾ ਭਾਜਪਾ ਨਾਲ ਕਿਸੇ ਸਿਆਸੀ ਸਮਝ ਦਾ ਸੰਕੇਤ ਹੈ। ਅਜਿਹੇ ਵਿੱਚ ਇਕ ਵੱਡਾ ਸਵਾਲ ਖੜ੍ਹਾ ਹੁੰਦਾ ਹੈ: ਜੇ ਕੋਈ ਸਰਕਾਰ ਵਿਧਾਨ ਸਭਾ ਵਿੱਚ ਜਿਸ ਨੀਤੀ ਦਾ ਵਿਰੋਧ ਕਰਦੀ ਹੈ, ਬਾਅਦ ਵਿੱਚ ਉਸੇ ਨੂੰ ਲਾਗੂ ਕਰ ਦੇਵੇ, ਤਾਂ ਕੀ ਇਹ ਵਿਹਾਰਕ ਸ਼ਾਸਨ ਹੈ ਜਾਂ ਸਿਆਸੀ ਸੁਵਿਧਾ ? ਕੀ ਭਗਵੰਤ ਮਾਨ ਸਰਕਾਰ ਨੇ ਆਪਣੀ ਨੀਤੀ ਬਦਲੀ ਹੈ ਜਾਂ ਆਪਣੀ ਸਿਆਸਤ ?
