Punjab Congress leader and Leader of the Opposition Partap Singh Bajwa has said that Chief Minister Bhagwant Mann should accept any directive or punishment issued by the Akal Takht in the ongoing controversy. The statement, however, raises a larger question that goes beyond one leader or one party. In a constitutional democracy, where should the line be drawn between religious authority and elected political office ? When political legitimacy and religious legitimacy begin to intersect, is Punjab strengthening its moral foundations, or making governance more vulnerable to competing centres of authority ? What should define the accountability of an elected Chief Minister in such situations ?

ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਵਿੱਚ ਵਿਰੋਧੀ ਧਿਰ ਦੇ ਨੇਤਾ ਪ੍ਰਤਾਪ ਸਿੰਘ ਬਾਜਵਾ ਨੇ ਕਿਹਾ ਹੈ ਕਿ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਨੂੰ ਇਸ ਵਿਵਾਦ ਵਿੱਚ ਅਕਾਲ ਤਖ਼ਤ ਵੱਲੋਂ ਦਿੱਤੇ ਜਾਣ ਵਾਲੇ ਕਿਸੇ ਵੀ ਹੁਕਮ ਜਾਂ ਸਜ਼ਾ ਨੂੰ ਸਵੀਕਾਰ ਕਰਨਾ ਚਾਹੀਦਾ ਹੈ। ਪਰ ਇਹ ਬਿਆਨ ਇੱਕ ਅਜਿਹਾ ਵੱਡਾ ਸਵਾਲ ਖੜ੍ਹਾ ਕਰਦਾ ਹੈ ਜੋ ਕਿਸੇ ਇਕ ਆਗੂ ਜਾਂ ਇਕ ਪਾਰਟੀ ਤੱਕ ਸੀਮਤ ਨਹੀਂ। ਇਕ ਸੰਵਿਧਾਨਕ ਲੋਕਤੰਤਰ ਵਿੱਚ ਧਾਰਮਿਕ ਅਧਿਕਾਰ ਅਤੇ ਚੁਣੀ ਹੋਈ ਰਾਜਨੀਤਿਕ ਸੱਤਾ ਵਿਚਕਾਰ ਲਕੀਰ ਕਿੱਥੇ ਖਿੱਚੀ ਜਾਣੀ ਚਾਹੀਦੀ ਹੈ ? ਜਦੋਂ ਧਾਰਮਿਕ ਅਤੇ ਰਾਜਨੀਤਿਕ ਜਾਇਜ਼ਤਾ ਇਕ-ਦੂਜੇ ਨਾਲ ਜੁੜਣ ਲੱਗ ਪਏ, ਤਾਂ ਕੀ ਪੰਜਾਬ ਆਪਣੀਆਂ ਨੈਤਿਕ ਬੁਨਿਆਦਾਂ ਨੂੰ ਮਜ਼ਬੂਤ ਕਰ ਰਿਹਾ ਹੈ ਜਾਂ ਸ਼ਾਸਨ ਨੂੰ ਕਈ ਅਧਿਕਾਰ ਕੇਂਦਰਾਂ ਦੇ ਪ੍ਰਭਾਵ ਹੇਠ ਲਿਆਉਣ ਦਾ ਖ਼ਤਰਾ ਵੱਧਾ ਰਿਹਾ ਹੈ ? ਅਜਿਹੀ ਸਥਿਤੀ ਵਿੱਚ ਇਕ ਚੁਣੇ ਹੋਏ ਮੁੱਖ ਮੰਤਰੀ ਦੀ ਜਵਾਬਦੇਹੀ ਸਭ ਤੋਂ ਪਹਿਲਾਂ ਕਿਸ ਪ੍ਰਤੀ ਹੋਣੀ ਚਾਹੀਦੀ ਹੈ ?
