With Punjab’s debt now crossing ₹4 Lakh Crores and projected to climb even further, Finance Minister Harpal Singh Cheema continues to attribute the growing burden largely to “inherited debt” from previous governments. Yet at the same time, the state has expanded a range of subsidies and welfare promises that critics describe as politically attractive but fiscally heavy. As new loans are raised while free power, cash schemes, and other populist commitments continue, the sharper question is whether Punjab’s finances are being managed with long-term discipline or whether the Government is trying to balance mounting debt with generous giveaways while repeatedly pointing to the past for justification ?

ਪੰਜਾਬ ਦਾ ਕਰਜ਼ਾ ਹੁਣ ₹4 ਲੱਖ ਕਰੋੜ ਤੋਂ ਪਾਰ ਹੋ ਚੁੱਕਾ ਹੈ ਅਤੇ ਅਗਲੇ ਸਮੇਂ ਵਿੱਚ ਇਸ ਦੇ ਹੋਰ ਵੱਧਣ ਦੀ ਸੰਭਾਵਨਾ ਹੈ। ਇਸ ਦੌਰਾਨ ਵਿੱਤ ਮੰਤਰੀ ਹਰਪਾਲ ਸਿੰਘ ਚੀਮਾ ਵੱਧਦੇ ਕਰਜ਼ੇ ਲਈ ਮੁੱਖ ਤੌਰ ‘ਤੇ ਪਿਛਲੀਆਂ ਸਰਕਾਰਾਂ ਤੋਂ ਮਿਲੇ “ਵਿਰਾਸਤੀ ਕਰਜ਼ੇ” ਨੂੰ ਜ਼ਿੰਮੇਵਾਰ ਦੱਸ ਰਹੇ ਹਨ। ਪਰ ਨਾਲ ਹੀ ਸੂਬੇ ਵਿੱਚ ਕਈ ਤਰ੍ਹਾਂ ਦੀਆਂ ਸਬਸਿਡੀਆਂ ਅਤੇ ਭਲਾਈ ਯੋਜਨਾਵਾਂ ਦਾ ਵੀ ਵਿਸਥਾਰ ਕੀਤਾ ਗਿਆ ਹੈ, ਜਿਨ੍ਹਾਂ ਨੂੰ ਆਲੋਚਕ ਰਾਜਨੀਤਿਕ ਤੌਰ ‘ਤੇ ਦਿਲ ਖਿੱਚਵੇਂ ਪਰ ਆਰਥਿਕ ਤੌਰ ‘ਤੇ ਭਾਰੀ ਮੰਨਦੇ ਹਨ। ਜਦੋਂ ਇੱਕ ਪਾਸੇ ਨਵੇਂ ਕਰਜ਼ੇ ਲਏ ਜਾ ਰਹੇ ਹਨ ਅਤੇ ਦੂਜੇ ਪਾਸੇ ਮੁਫ਼ਤ ਬਿਜਲੀ, ਨਕਦ ਯੋਜਨਾਵਾਂ ਅਤੇ ਹੋਰ ਲੋਕ-ਲੁਭਾਵਨੇ ਵਾਅਦੇ ਜਾਰੀ ਹਨ, ਤਾਂ ਵੱਡਾ ਸਵਾਲ ਇਹ ਹੈ ਕਿ ਕੀ ਪੰਜਾਬ ਦੀ ਵਿੱਤੀ ਹਾਲਤ ਲੰਬੇ ਸਮੇਂ ਦੇ ਅਨੁਸ਼ਾਸਨ ਨਾਲ ਸੰਭਾਲੀ ਜਾ ਰਹੀ ਹੈ ਜਾਂ ਫਿਰ ਸਰਕਾਰ ਵੱਧਦੇ ਕਰਜ਼ੇ ਅਤੇ ਉਦਾਰ ਯੋਜਨਾਵਾਂ ਵਿਚ ਸੰਤੁਲਨ ਬਣਾਉਂਦੀ ਹੋਈ ਹਰ ਵਾਰ ਅਤੀਤ ਨੂੰ ਹੀ ਕਾਰਨ ਦੱਸ ਰਹੀ ਹੈ ?
