पंजाब के वित्त मंत्री हरपाल सिंह चीमा रिकॉर्ड शुल्क और आबकारी संग्रह को वित्तीय सुधार का सबूत बता रहे हैं। लेकिन असल तथ्यों पर नज़र डालें तो तस्वीर कुछ और दिखती है, हज़ारों प्राथमिकी, गिरफ्तारियां, जुर्माने और सख़्त वसूली ही इन आंकड़ों को आगे बढ़ा रही हैं। तो सवाल यह है, क्या पंजाब सच में अपनी अर्थव्यवस्था को दुरुस्त कर रहा है या फिर ज़्यादा सख़्ती के ज़रिये ज़्यादा पैसा इकट्ठा किया जा रहा है ? और अगर राजस्व बढ़ोतरी का आधार मुख्य रूप से कार्रवाई, आबकारी और जुर्माने हैं, तो आम पंजाबियों को राहत कब मिलेगी, कम शुल्क, कम महंगाई या बेहतर सेवाओं के रूप में ? या फिर सुधार के नाम पर सिर्फ़ दबाव ही बढ़ेगा क्या यह सुधार है या दबाव के ज़रिये राजस्व ?

A) यह वास्तविक आर्थिक वृद्धि और बेहतर अनुपालन को दिखाता है।
B) राजस्व बढ़ोतरी मुख्य रूप से सख़्त कार्रवाई से आ रही है।
C) आबकारी और जुर्माने गहरे आर्थिक तनाव को ढक रहे हैं।
D) आम लोगों को राहत न मिली, तो यह मॉडल टिकाऊ नहीं रहेगा।
Punjab Finance Minister Harpal Singh Cheema is hailing record tax and excise collections as proof of a fiscal turnaround. But the fine print tells another story, thousands of FIRs, arrests, penalties, and aggressive recoveries driving the numbers. Is Punjab fixing its economy, or simply collecting more by policing harder ? And if higher revenue is coming mainly from enforcement, excise, and penalties, when will ordinary Punjabis see relief, in lower taxes, lower prices or better services, rather than just tougher compliance ? Is this reform or revenue through pressure ?
