Punjab’s “Navi Disha Scheme” has arrived with new branding, strict guidelines, digital dashboards, real-time monitoring and a ₹53-Crores budget to ensure sanitary napkins reach over 13.6 lakh women every month. The government claims it’s fixing past gaps, strengthening implementation, and improving menstrual health access. But for many women, one question refuses to go away: If the state can track napkins through apps, monitor supply chains digitally, and approve crores instantly, why has the far bigger promise of ₹1000 per month to every woman not moved an inch in two years?

ਪੰਜਾਬ ਦੀ “ਨਵੀਂ ਦਿਸ਼ਾ ਯੋਜਨਾ” ਨਵੇਂ ਨਾਂ, ਕੜੇ ਨਿਯਮਾਂ, ਡਿਜ਼ਿਟਲ ਪਟਲਾਂ, ਤੁਰੰਤ ਨਿਗਰਾਨੀ ਅਤੇ 53 ਕਰੋੜ ਦੇ ਵਿੱਤ ਨਾਲ ਸ਼ੁਰੂ ਹੋਈ ਹੈ, ਤਾਂ ਜੋ ਹਰ ਮਹੀਨੇ 13.6 ਲੱਖ ਤੋਂ ਵੱਧ ਮਹਿਲਾਵਾਂ ਤੱਕ ਸਫ਼ਾਈ ਪਤਲੀ ਪਹੁੰਚ ਸਕਣ। ਸਰਕਾਰ ਦਾ ਦਾਅਵਾ ਹੈ ਕਿ ਇਹ ਯੋਜਨਾ ਪੁਰਾਣੀਆਂ ਕਮੀਆਂ ਨੂੰ ਦੂਰ ਕਰੇਗੀ, ਲਾਗੂ ਕਰਨ ਦੀ ਯੋਜਨਾ ਨੂੰ ਮਜ਼ਬੂਤ ਕਰੇਗੀ ਅਤੇ ਮਾਹਵਾਰੀ ਸਿਹਤ ਸਹੂਲਤਾਂ ਨੂੰ ਬਿਹਤਰ ਬਣਾਏਗੀ। ਪਰ ਮਹਿਲਾਵਾਂ ਦੇ ਮਨ ਵਿੱਚ ਇੱਕ ਸਵਾਲ ਅਜੇ ਵੀ ਜਿਉਂ ਦਾ ਤਿਉਂ ਖੜ੍ਹਾ ਹੈ: ਜੇ ਸਰਕਾਰ ਮੋਬਾਇਲ ਸਹਾਇਕਾ ਰਾਹੀਂ ਪਤਲੀਆਂ ਦੀ ਨਿਗਰਾਨੀ ਕਰ ਸਕਦੀ ਹੈ, ਵੰਡ ਲੜੀ ਦੀ ਅੰਕ-ਆਧਾਰਿਤ ਨਿਗਰਾਨੀ ਕਰ ਸਕਦੀ ਹੈ ਤੇ ਕਰੋੜਾਂ ਦੀ ਮਨਜ਼ੂਰੀ ਇੱਕ ਝਟਕੇ ’ਚ ਦੇ ਸਕਦੀ ਹੈ, ਤਾਂ ਹਰ ਮਹਿਲਾ ਨੂੰ ਮਹੀਨੇ ਦੇ ₹1000 ਦਾ ਵੱਡਾ ਵਾਅਦਾ ਦੋ ਸਾਲਾਂ ਵਿੱਚ ਇੱਕ ਇੰਚ ਵੀ ਅੱਗੇ ਕਿਉਂ ਨਹੀਂ ਵਧਿਆ?
