Caste-based discrimination complaints in universities have risen by 118% in the last five years, according to official data submitted to Parliament and the Supreme Court. Yet the Modi Government points to “high disposal rates” and new committees as proof that the system is working. But if the problem is being solved, why are complaints climbing so sharply year after year ? Has caste discrimination in higher education actually reduced, or has the focus shifted to closing files faster rather than fixing the problem itself ? And when complaint cells function under administrative control, can students really expect fair justice or just formal paperwork ?
