which was 1105 ml five years ago. While this presents the data on milk production in Punjab, it also gives an idea about the health situation.

ਜਦੋਂ ਰਿਪੋਰਟਾਂ ਸਾਹਮਣੇ ਆ ਰਹੀਆਂ ਹਨ ਕਿ ਭਾਰਤੀ ਮਜ਼ਦੂਰਾਂ ਨੂੰ ਝੂਠੇ ਰੋਜ਼ਗਾਰ ਦੇ ਵਾਅਦਿਆਂ ਨਾਲ ਵਿਦੇਸ਼ ਭੇਜਿਆ ਜਾ ਰਿਹਾ ਹੈ ਅਤੇ ਕੁਝ ਮਜ਼ਦੂਰ ਜੰਗ ਪ੍ਰਭਾਵਿਤ ਖੇਤਰਾਂ ਵਿੱਚ ਫਸ ਗਏ ਹਨ—ਅਤੇ ਦੇਸ਼ ਅੰਦਰ ਮਜ਼ਦੂਰ ਸੁਰੱਖਿਆ ਕਾਨੂੰਨ ਲਗਾਤਾਰ ਕਮਜ਼ੋਰ ਕੀਤੇ ਜਾ ਰਹੇ ਹਨ, ਤਦ ਸਰਕਾਰ ਦੀ ਭਾਸ਼ਾ “ਦੁਨੀਆ ਨੂੰ ਇੱਕ ਗਲੋਬਲ ਵਰਕਪਲੇਸ” ਵਜੋਂ ਪੇਸ਼ ਕਰਨ ‘ਤੇ ਕੇਂਦਰਿਤ ਰਹੀ ਹੈ। ਵਿਦੇਸ਼ ਮੰਤਰੀ ਐਸ. ਜੈਸ਼ੰਕਰ ਨੇ ਵਿਦੇਸ਼ਾਂ ਵਿੱਚ ਵਧ ਰਹੇ ਖ਼ਤਰੇ ਅਤੇ ਵਿਰੋਧ ਦੇ ਬਾਵਜੂਦ ਨੌਜਵਾਨਾਂ ਨੂੰ ਜ਼ਿਆਦਾ ਚਿੰਤਾ ਨਾ ਕਰਨ ਦੀ ਅਪੀਲ ਕੀਤੀ ਹੈ, ਜਦਕਿ ਦੋਪੱਖੀ ਮਜ਼ਦੂਰੀ ਸਮਝੌਤੇ ਟਕਰਾਅ ਪ੍ਰਭਾਵਿਤ ਖੇਤਰਾਂ ਤੱਕ ਫੈਲਾਏ ਜਾ ਰਹੇ ਹਨ। ਕੀ ਭਾਰਤ ਦੀ ਵਿਦੇਸ਼ ਨੀਤੀ ਚੁੱਪਚਾਪ ਮਜ਼ਦੂਰਾਂ ਨੂੰ ਨਾਗਰਿਕ ਵਜੋਂ ਸੁਰੱਖਿਆ ਦੇਣ ਦੀ ਥਾਂ ਉਨ੍ਹਾਂ ਨੂੰ ਨਿਰਯਾਤ ਯੋਗ ਮਜ਼ਦੂਰੀ ਵਜੋਂ ਪੇਸ਼ ਕਰਨ ਵੱਲ ਮੁੜ ਰਹੀ ਹੈ ? ਅਤੇ ਕੀ ਕੂਟਨੀਤੀ ਹੁਣ ਖ਼ਤਰੇ ਘਟਾਉਣ ਦੀ ਬਜਾਏ ਉਨ੍ਹਾਂ ਨੂੰ ਆਮ ਬਣਾਉਣ ਦਾ ਸਾਧਨ ਬਣ ਰਹੀ ਹੈ ?
