But after years of committees, observers, surveys and internal meetings, a sharper question is beginning to surface: Is Congress trying to defeat the AAP, or is it still trying to figure out who controls the Congress? With Partap Singh Bajwa, Raja Warring and Charanjit Singh Channi continuing to operate as competing power centres, the party's biggest battle often appears to be internal. As another round of observers arrives from Delhi, is Punjab Congress searching for a winning formula, or just a formula that keeps its own leaders from fighting each other ?

As Punjab Congress weighs a possible leadership change and Charanjit Singh Channi's name continues to gain attention, an uncomfortable question confronts the party: Is replacing Amarinder Singh Raja Warring really the solution, or is Congress once again confusing a leadership issue with a much deeper organisational problem ?
