ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਰਾਸ਼ਨ ਕਾਰਡ ਲਈ ਯੋਗਤਾ ਨਾਲ ਸੰਬੰਧਿਤ ਕਈ ਨਿਯਮਾਂ ਵਿੱਚ ਢਿੱਲ ਦਿੱਤੀ ਹੈ। ਸਾਲਾਨਾ ਆਮਦਨ ਦੀ ਹੱਦ ₹1.80 ਲੱਖ ਤੋਂ ਵਧਾ ਕੇ ₹8 ਲੱਖ ਕਰ ਦਿੱਤੀ ਗਈ ਹੈ ਅਤੇ ਜ਼ਮੀਨ, ਮਕਾਨ ਦੇ ਆਕਾਰ, ਇੱਥੋਂ ਤੱਕ ਕਿ ਚਾਰ ਪਹੀਆ ਵਾਹਨ ਜਾਂ ਏ.ਸੀ. ਹੋਣ ਵਰਗੀਆਂ ਸ਼ਰਤਾਂ ਵੀ ਹਟਾ ਦਿੱਤੀਆਂ ਗਈਆਂ ਹਨ। ਇਸ ਸਮੇਂ ਲਗਭਗ 47.5 ਲੱਖ ਲਾਭਪਾਤਰੀ ਇਸ ਯੋਜਨਾ ਦਾ ਲਾਭ ਲੈ ਰਹੇ ਹਨ ਅਤੇ ਇਨ੍ਹਾਂ ਨਵੇਂ ਨਿਯਮਾਂ ਤੋਂ ਬਾਅਦ ਇਹ ਗਿਣਤੀ ਹੋਰ ਵੀ ਵੱਧ ਸਕਦੀ ਹੈ। ਅਜਿਹੇ ਸਮੇਂ ਵਿੱਚ ਜਦੋਂ ਸਰਕਾਰਾਂ ਕਹਿੰਦੀਆਂ ਹਨ ਕਿ ਭਲਾਈ ਸਕੀਮਾਂ ਸਭ ਤੋਂ ਆਰਥਿਕ ਤੌਰ ‘ਤੇ ਕਮਜ਼ੋਰ ਵਰਗਾਂ ਤੱਕ ਹੀ ਸੀਮਤ ਰਹਿਣੀਆਂ ਚਾਹੀਦੀਆਂ ਹਨ, ਕੀ ਯੋਗਤਾ ਦੇ ਇਸ ਵੱਡੇ ਵਿਸਥਾਰ ਨਾਲ ਇਹ ਸਵਾਲ ਵੀ ਉੱਠਦਾ ਹੈ ਕਿ ਕੀ ਭਲਾਈ ਸਕੀਮਾਂ ਸਮਾਜਿਕ ਸੁਰੱਖਿਆ ਲਈ ਬਣ ਰਹੀਆਂ ਹਨ ਜਾਂ ਹੌਲੀ-ਹੌਲੀ ਸਭ ਲਈ ਰਾਜਨੀਤਿਕ ਲਾਭ ਦੀਆਂ ਯੋਜਨਾਵਾਂ ਬਣਦੀਆਂ ਜਾ ਰਹੀਆਂ ਹਨ ?

Government of Punjab has relaxed several eligibility rules for ration cards, raising the income limit from ₹1.8 Lakhs to ₹8 Lakhs and removing earlier conditions related to land ownership, house size and even possession of four-wheelers or air conditioners.
