ਪੰਜਾਬ ਵਿੱਚ ਗੋਲੀਬਾਰੀ, ਗੈਂਗ ਹਿੰਸਾ ਅਤੇ ਜਬਰਦਸਤੀ ਵਸੂਲੀ ਦੀਆਂ ਘਟਨਾਵਾਂ ਲਗਾਤਾਰ ਖ਼ਬਰਾਂ ਬਣ ਰਹੀਆਂ ਹਨ, ਤਾਂ ਨਿਗਾਹ ਸਿੱਧੀ ਭਗਵੰਤ ਮਾਨ ‘ਤੇ ਟਿਕਦੀ ਹੈ। ਜਦੋਂ ਸਰਵਜਨਿਕ ਥਾਵਾਂ ਤੇ ਸਮਾਜਿਕ ਸਮਾਗਮਾਂ ਦੌਰਾਨ ਹੱਤਿਆਵਾਂ ਹੋਣ ਅਤੇ ਅਪਰਾਧੀ ਬਿਨਾਂ ਡਰ ਦੇ ਕੰਮ ਕਰਨ, ਤਾਂ ਇਹ ਸਿੱਧਾ ਸ਼ਾਸਨ ਦੀ ਨਾਕਾਮੀ ਦਾ ਮਸਲਾ ਬਣ ਜਾਂਦਾ ਹੈ। ਕਾਨੂੰਨ-ਵਿਵਸਥਾ ਰਾਜ ਦੀ ਪਹਿਲੀ ਜ਼ਿੰਮੇਵਾਰੀ ਹੈ, ਜਦੋਂ ਇਹ ਟੁੱਟਦੀ ਹੈ, ਤਾਂ ਬਹਾਨਿਆਂ ਦੀ ਕੋਈ ਕਦਰ ਨਹੀਂ ਰਹਿੰਦੀ। ਜੇ ਭਗਵੰਤ ਮਾਨ ਦੇ ਦੌਰ ਵਿੱਚ ਪੰਜਾਬ ਡਰ ਅਤੇ ਅਰਾਜਕਤਾ ਵੱਲ ਵੱਧ ਰਿਹਾ ਹੈ, ਤਾਂ ਕੀ ਉਨ੍ਹਾਂ ਨੂੰ ਜ਼ਿੰਮੇਵਾਰੀ ਲੈਂਦੇ ਹੋਏ ਅਸਤੀਫਾ ਦੇਣਾ ਚਾਹੀਦਾ ਹੈ ?

ਜਦੋਂ ਪੰਜਾਬ ਦੇ ਪਿੰਡਾਂ ਦੀਆਂ ਲਗਭਗ 40% ਔਰਤਾਂ ਉੱਚ ਰਕਤਚਾਪ ਨਾਲ ਪੀੜਤ ਹਨ, ਤਾਂ ਇਹ ਸਿਰਫ਼ ਡਾਕਟਰੀ ਅੰਕੜਾ ਨਹੀਂ, ਸਰਕਾਰ ਲਈ ਇਕ ਇਮਤਿਹਾਨ ਹੈ। ਇਹ ਔਰਤਾਂ ਵੱਧ ਮਿਹਨਤ ਕਰ ਰਹੀਆਂ ਹਨ, ਤੇਜ਼ੀ ਨਾਲ ਬੁੱਢੀਆਂ ਹੋ ਰਹੀਆਂ ਹਨ ਅਤੇ ਚੁੱਪਚਾਪ ਬੀਮਾਰ ਪੈਂਦੀਆਂ ਜਾ ਰਹੀਆਂ ਹਨ, ਜਦਕਿ ਨੀਤੀਆਂ ਦਾ ਧਿਆਨ ਅਜੇ ਵੀ ਨਕਦ ਯੋਜਨਾਵਾਂ ਅਤੇ ਐਲਾਨਾਂ ’ਤੇ ਹੈ। ਜੇ ਅੰਮ੍ਰਿਤਸਰ ਤੇ ਲੁਧਿਆਣਾ ਵਰਗੇ ਜ਼ਿਲਿਆਂ ਵਿੱਚ, ਖ਼ਾਸ ਕਰਕੇ ਅਨਪੜ੍ਹ ਅਤੇ ਮਜ਼ਦੂਰੀ ਕਰਨ ਵਾਲੀਆਂ ਔਰਤਾਂ ਵਿੱਚ ਹਾਈਪਰਟੈਂਸ਼ਨ (ਉੱਚ ਰਕਤਚਾਪ) ਵੱਧ ਰਿਹਾ ਹੈ, ਤਾਂ ਨਿਯਮਤ ਜਾਂਚ, ਪੋਸ਼ਣ ਸਲਾਹ ਅਤੇ ਪਿੰਡ ਪੱਧਰ ਦੀ ਰੋਕਥਾਮ ਸਿਆਸੀ ਤਰਜੀਹ ਕਿਉਂ ਨਹੀਂ ? ਕੀ ਪੰਜਾਬ ਸਰਕਾਰ ਔਰਤਾਂ ਦੀ ਸਿਹਤ ਨੂੰ ਸੱਚਮੁੱਚ ਅਹਿਮ ਮੰਨ ਰਹੀ ਹੈ ਜਾਂ ਸਿਰਫ਼ ਚੋਣਾਂ ਵੇਲੇ ਯਾਦ ਆਉਣ ਵਾਲਾ ਮਸਲਾ ਹੈ ?
