ਭਗਵੰਤ ਮਾਨ ਨੇ ਪਿਛਲੀਆਂ ਸਰਕਾਰਾਂ ’ਤੇ ਪੰਜਾਬ ਦੇ ਪਾਣੀ ਦੇ ਹੱਕ ਦੀ ਰਾਖੀ ਕਰਨ ਵਿੱਚ ਨਾਕਾਮ ਰਹਿਣ ਅਤੇ ਜਨਤਕ ਸਰੋਤਾਂ ਦਾ ਲਾਭ ਤਾਕਤਵਰ ਲੋਕਾਂ ਤੱਕ ਪਹੁੰਚਾਉਣ ਦੇ ਦੋਸ਼ ਲਾਏ ਹਨ। ਉਨ੍ਹਾਂ ਨੇ ਸ਼੍ਰੋਮਣੀ ਅਕਾਲੀ ਦਲ ਵੱਲੋਂ ਭਾਜਪਾ ਨਾਲ ਗਠਜੋੜ ਕਰਨ ਦੀਆਂ ਕੋਸ਼ਿਸ਼ਾਂ ’ਤੇ ਵੀ ਸਵਾਲ ਚੁੱਕੇ ਹਨ, ਜਦੋਂ ਕਿ ਪਹਿਲਾਂ ਉਹ ਭਾਜਪਾ ਨੂੰ ਕਿਸਾਨ-ਵਿਰੋਧੀ ਦੱਸਦਾ ਰਿਹਾ ਹੈ। ਇਸ ਦੇ ਨਾਲ ਹੀ, ਮਾਨ ਦਾ ਦਾਅਵਾ ਹੈ ਕਿ ਵਿਰੋਧੀ ਪਾਰਟੀਆਂ ਸੱਤਾ ਵਿੱਚ ਵਾਪਸ ਆਉਣ ’ਤੇ ਲੋਕ-ਭਲਾਈ ਸਕੀਮਾਂ ਬੰਦ ਕਰ ਸਕਦੀਆਂ ਹਨ। ਮਾਨ ਪੁਰਾਣੀ ਸਿਆਸੀ ਵਿਵਸਥਾ ’ਤੇ ਨਿਸ਼ਾਨਾ ਸਾਧ ਰਹੇ ਹਨ ਪਰ ਪੰਜਾਬ ਦੇ ਹਿੱਤਾਂ ਦੀ ਰਾਖੀ ਕਰਨ ਦੇ ਉਨ੍ਹਾਂ ਦੀ ਸਰਕਾਰ ਦੇ ਦਾਅਵਿਆਂ ਨੂੰ ਲੋਕਾਂ ਨੂੰ ਕਿਸ ਆਧਾਰ ’ਤੇ ਪਰਖਣਾ ਚਾਹੀਦਾ ਹੈ ?

ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਭਗਵੰਤ ਮਾਨ ਨੇ ਕੇਂਦਰ ਸਰਕਾਰ ਨੂੰ ਸ੍ਰੀ ਕਰਤਾਰਪੁਰ ਸਾਹਿਬ ਲਾਂਘਾ ਮੁੜ ਖੋਲ੍ਹਣ ਦੀ ਅਪੀਲ ਕੀਤੀ ਹੈ। ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਨੇ ਵੀ ਸਿੱਖ ਸ਼ਰਧਾਲੂਆਂ ਲਈ ਨਿਯਮਤ ਆਵਾਜਾਈ ਦੀ ਮੰਗ ਕਰਦਿਆਂ ਮਤਾ ਪਾਸ ਕੀਤਾ ਹੈ। ਇਸ ਮੰਗ ਨੇ ਕੇਂਦਰ ਸਰਕਾਰ ਨੂੰ ਧਿਆਨ ਦੇ ਕੇਂਦਰ ਵਿੱਚ ਲਿਆ ਦਿੱਤਾ ਹੈ, ਕਿਉਂਕਿ ਉਸ ਨੂੰ ਧਾਰਮਿਕ ਭਾਵਨਾਵਾਂ, ਕੌਮੀ ਸੁਰੱਖਿਆ ਅਤੇ ਪਾਕਿਸਤਾਨ ਨਾਲ ਸਬੰਧਾਂ ਵਿਚਕਾਰ ਸੰਤੁਲਨ ਬਣਾਉਣਾ ਪਵੇਗਾ। ਪੰਜਾਬ ਵਿਧਾਨ ਸਭਾ ਵੱਲੋਂ ਮਤਾ ਪਾਸ ਕਰਨ ਅਤੇ ਸੂਬਾ ਸਰਕਾਰ ਵੱਲੋਂ ਅਪੀਲ ਕੀਤੇ ਜਾਣ ਤੋਂ ਬਾਅਦ, ਕਰਤਾਰਪੁਰ ਸਾਹਿਬ ਲਾਂਘਾ ਮੁੜ ਖੋਲ੍ਹਣ ਬਾਰੇ ਕੇਂਦਰ ਸਰਕਾਰ ਦੇ ਫੈਸਲੇ ਦਾ ਆਧਾਰ ਕੀ ਹੋਣਾ ਚਾਹੀਦਾ ਹੈ ? ਕੀ ਧਾਰਮਿਕ ਯਾਤਰਾ ਨੂੰ ਪਹਿਲ ਦਿੱਤੀ ਜਾਣੀ ਚਾਹੀਦੀ ਹੈ, ਇਸ ਨੂੰ ਭਾਰਤ-ਪਾਕਿਸਤਾਨ ਸਬੰਧਾਂ ਨਾਲ ਜੋੜ ਕੇ ਦੇਖਣਾ ਚਾਹੀਦਾ ਹੈ ਜਾਂ ਇਸ ਮਸਲੇ ’ਤੇ ਸਾਰੀਆਂ ਸਿਆਸੀ ਪਾਰਟੀਆਂ ਨੂੰ ਮਿਲ ਕੇ ਯਤਨ ਕਰਨੇ ਚਾਹੀਦੇ ਹਨ ?
