ਪੰਜਾਬ ਦੀ ਸਿੱਖਿਆ ਪ੍ਰਣਾਲੀ ਦੀ ਬਰਬਾਦੀ ਦਾ ਮੁੱਢ 1961 ਵਿੱਚ, ਉਸ ਵੇਲੇ ਦੇ ਸਿੱਖਿਆ ਮੰਤਰੀ ਰਹੇ ਅਮਰਨਾਥ ਵਿਦਿਆਲੰਕਾਰ ਨੇ ਬੰਨ੍ਹਿਆ ਸੀ। ਉਸ ਤੋਂ ਬਾਅਦ ਕਈ ਸਰਕਾਰਾਂ ਆਈਆਂ ਤੇ ਗਈਆਂ, ਪਰ ਕਿਸੇ ਨੇ ਵੀ ਇਸ ਗਲਤ ਪ੍ਰਣਾਲੀ ਨੂੰ ਰੋਕਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਨਹੀਂ ਕੀਤੀ। ਅੱਜ ਵੀ ਸਿੱਖਿਆ ਪ੍ਰਣਾਲੀ ਵਿੱਚ ਕੋਈ ਵੱਡੇ ਸੁਧਾਰ ਨਜ਼ਰ ਨਹੀਂ ਆਉਂਦੇ। ਬਦਲਾਅ ਦੇ ਨਾਅਰੇ ਨਾਲ ਆਈ ਮੌਜੂਦਾ ਸਰਕਾਰ ਨੇ ਵੀ ਉਸੇ ਪ੍ਰਣਾਲੀ ਨੂੰ ਜਿਵੇਂ ਦਾ ਤਿਵੇਂ ਜਾਰੀ ਰੱਖਿਆ ਹੋਇਆ ਹੈ। ਜਦੋਂ ਕਿ ਇਸ ਨੂੰ ਰੱਦ ਕਰਨ ਲਈ ਕੋਈ ਵੱਡੀ ਮੁਸ਼ਕਲ ਜਾਂ ਖਾਸ ਤਰਦੱਦ ਦੀ ਲੋੜ ਨਹੀਂ — ਸਿਰਫ਼ ਸਰਕਾਰ ਦਾ ਕੁਝ ਖਰਚਾ ਵੱਧ ਸਕਦਾ ਹੈ।
