ਪਿਛਲੇ ਲੰਬੇ ਸਮੇਂ ਤੋਂ ਅੱਗੇ ਵਧਾਇਆ ਜਾ ਰਿਹਾ ਈਰਾਨ ਦੇ ਚਾਬਹਾਰ ਪੋਰਟ ਪ੍ਰੋਜੈਕਟ ‘ਤੇ ਅਮਰੀਕੀ ਪਾਬੰਦੀ ਛੂਟ ਖਤਮ ਹੋਣ ਤੋਂ ਬਾਅਦ ਨਵੀਂ ਅਨਿਸ਼ਚਿਤਤਾ ਬਣ ਗਈ ਹੈ, ਜਿਸ ਨਾਲ ਨਵੀਂ ਦਿੱਲੀ ਅੱਗੇ ਇੱਕ ਡੂੰਘਾ ਰਣਨੀਤਕ ਸਵਾਲ ਖੜ੍ਹਾ ਹੋਇਆ ਹੈ। ਜੇ ਪਾਕਿਸਤਾਨ ਨੂੰ ਬਾਈਪਾਸ ਕਰਨ, ਅਫਗਾਨਿਸਤਾਨ ਤੱਕ ਪਹੁੰਚ ਬਣਾਉਣ ਅਤੇ ਮੱਧ ਏਸ਼ੀਆ ਵਿੱਚ ਪ੍ਰਭਾਵ ਵੱਧਾਉਣ ਲਈ ਬਣਾਇਆ ਗਿਆ ਇਹ ਵੱਡਾ ਪ੍ਰੋਜੈਕਟ ਵਿਸ਼ਵ ਤਾਕਤਾਂ ਦੀ ਰਾਜਨੀਤੀ ਨਾਲ ਰੁਕ ਸਕਦਾ ਹੈ, ਤਾਂ ਕੀ ਇਹ ਭਾਰਤ ਦੀ ਰਣਨੀਤਕ ਖੁਦਮੁਖਤਿਆਰੀ ਦੀਆਂ ਹੱਦਾਂ ਦਿਖਾਉਂਦਾ ਹੈ ? ਜਿਸ ਚਾਬਹਾਰ ਨੂੰ ਮੌਕਿਆਂ ਦੇ ਦਰਵਾਜ਼ੇ ਵਜੋਂ ਪੇਸ਼ ਕੀਤਾ ਗਿਆ ਸੀ, ਕੀ ਉਹ ਹੁਣ ਇਸ ਗੱਲ ਦਾ ਪ੍ਰਤੀਕ ਬਣ ਰਿਹਾ ਹੈ ਕਿ ਵਿਦੇਸ਼ ਨੀਤੀ ਦੀਆਂ ਇੱਛਾਵਾਂ ਆਰਥਿਕ ਦਬਾਅ ਅਤੇ ਬਦਲਦੇ ਗਠਜੋੜਾਂ ਨਾਲ ਟਕਰਾ ਸਕਦੀਆਂ ਹਨ ? ਅਤੇ ਜੇ ਭਾਰਤ ਨੂੰ ਪਿੱਛੇ ਹਟਣਾ ਪਿਆ, ਤਾਂ ਕੀ ਅਸਲ ਫਾਇਦਾ ਚੀਨ ਦੀ ਗਵਾਦਰ ਰਣਨੀਤੀ ਨੂੰ ਹੋਵੇਗਾ, ਨਾ ਕਿ ਭਾਰਤ ਦੀ ਖੇਤਰੀ ਸੋਚ ਨੂੰ ?
