As Punjab CM Bhagwant Mann continues to roll out welfare promises and Finance Minister Harpal Cheema maintains that borrowing is “within approved limits,” Punjab is set to raise another ₹12,006 Crores in just three months. With total debt nearing ₹4.17 Lakh Crores and a huge share of revenue going into interest and loan repayment, the question is unavoidable: Is this financial management or election-season survival ? And when debt servicing costs more than development, how long can assurances replace structural reform ?
जैसे-जैसे पंजाब के मुख्यमंत्री भगवंत मान लगातार नई कल्याणकारी योजनाओं की घोषणा कर रहे हैं और वित्त मंत्री हरपाल सिंह चीमा यह कहते हैं कि कर्ज़ “मंज़ूरशुदा सीमा के भीतर” है, वैसे-वैसे राज्य अगले सिर्फ़ तीन महीनों में ₹12,006 करोड़ और उधार लेने जा रहा है। कुल कर्ज़ ₹4.17 लाख करोड़ के करीब पहुंच चुका है और राज्य की बड़ी कमाई ब्याज और कर्ज़ चुकाने में जा रही है। ऐसे में सवाल साफ़ है, यह वित्तीय प्रबंधन है या चुनावी मजबूरी ? और जब कर्ज़ चुकाने का खर्च विकास से ज़्यादा हो जाए, तो भरोसे की बातें कब तक असली सुधार की जगह ले सकती हैं ?
